Tax-exempt Industrial Revenue Bonds (IRB) can be issued by the Industrial Development Authority (IDA) of Kansas City, Missouri, to finance up to 100 percent of a new or expanded manufacturing facility at an interest rate of 1-3 percent below conventional financing.
