APPLICATION PROCESS

Multi-family, mixed-use and commercial projects must be approved by LCRA before any action is taken.

For Urban Renewal Plans

  • The developer will meet with a Development Services Specialist (DSS) to discuss the proposed project and the potential redevelopment incentive programs.
  • If it is determined that the project merits consideration, the Developer must submit a Funding Agreement and fees to EDC so the DSS or independent financial consultant can evaluate the project’s need for public assistance by analyzing the project proforma and budget.
  • If it is determined that an urban renewal plan is the most appropriate incentive tool to support redevelopment, the developer must submit a Funding Agreement, an Urban Renewal Plan Application, and the appropriate fee to the LCRA.
  • The LCRA or third party consultant will then research the area and identify the blighting factors of the area.
  • If it is determined that blighting factors exist, LCRA staff will write an urban renewal plan for the designated area with recommendations for removal of the blighting factors and identifying the proposed redevelopment project(s) to occur to address the disinvestments to the area.
  • Once an urban renewal plan is written, it is:
    • Submitted to the City’s Planning & Development Department staff for review of the plan and input regarding any zoning, land use, public infrastructure and/or transportation issues the City may have with the plan area;
    • Submitted to City Planning Commission who review and recommend the plan to LCRA;
    • Submitted to LCRA’s Board of Commissioners for adoption;  and
    • Submitted to City Council for final approval.
  • After an urban renewal plan has been approved, developers may propose redevelopment projects.

Developer-Driven Footprint Plan

A developer seeking to establish a “footprint” (single property/single project) commercial Urban Renewal Area must meet with a Development Services Specialist to discuss whether an urban renewal plan would be the appropriate development tool for the area being considered.

“Pro-Active” Neighborhood-Generated Plan

A neighborhood-led effort to create an Urban Renewal Area must meet with a Development Services Specialist and should be prepared to discuss the intent of the proposed plan, proposed boundaries, existing and preferred zoning and land uses, and whether or not the use of eminent domain to acquire property is desirable.

For Projects within an Urban Renewal Area

  • Contact a Development Services Specialist (DSS) to discuss the proposed project.
  • Submit Funding Agreement and fee.
  • Submit Redevelopment Project Application.
  • Preparation of financial analysis (“but for”), prepared by staff or third party consultant.
  • Review of financial analysis by City Finance Department.
  • Presentation to LCRA Board of Commissioners for approval.
  • Execution of Redevelopment Contract.
  • Submit Application for Certificate of Tax Abatement and inspection of project when at least 50% complete.
